These Relaxations in Lockdown Restrictions would not applicable in Hotspots/Containment Zones





Service of Home Affairs (MHA), on 15.04.2020, had given a request to absolve certain exercises under the solidified modified rules to battle COVID-19, in specific territories excluded from hotspots/regulation zones.

Giving unwinding in the class of Commercial and private foundations, MHA has given a request to all States/UTs, to permit opening of all shops enlisted under Shops and Establishment Act of separate States/UTs, remembering looks for private buildings, neighborhood and independent shops.

Shops in showcase buildings, aside from those inside the constraints of metropolitan enterprises and regions, would be permitted to open. Shops in single and multi-brand shopping centers would not be permitted to open anyplace.

It would be required for all allowed shops to open just with half quality of laborers, guarantee necessary wearing of covers and exacting adherence to social separating standards.

Note that these relaxations in lockdown limitations would not material in hotspots/control zones.

 The first human coronavirus vaccine trial in Europe has begun in Oxford.

 Two volunteers were ready to be vaccinated.  Of the 800 people selected for the vaccine study, these are the first two to be vaccinated.

 Half of those selected will be vaccinated with the Covid-19 vaccine, while half will be vaccinated against meningitis, not against corona.

 The method of testing is determined in such a way that doctors know who has been vaccinated, but volunteers do not know which of the two vaccines they have been given.

 Alyssa Granato, one of the first two volunteers, told the BBC: "I'm a scientist, so I wanted to help with scientific testing wherever possible."

 A team from Oxford University has developed the vaccine in just three months.

 Pre-clinical research has been conducted under the direction of Sarah Gilbert, professor of vaccineology at the Jenner Institute.

 “Personally I am very confident that this vaccine will work,” says Sarah.

 "Of course, we have to test it and get its results from humans. We have to show that it really works and prevents coronary heart disease. Only then can it be used in public."

 Professor Gilbert had earlier said he was "80% confident" but did not want to talk about that percentage anymore.  Suffice it to say that the vaccine is “very optimistic” for it to be useful.

More extensive trials will be conducted in the coming months with about 5,000 volunteers, including testing without any age limit.

Scientists hope to start 1 million doses before September and then increase the productivity on a large scale if the vaccine proves effective.

This training is voluntary. This will be followed by training in different subjects for teachers. Training in those subjects will be mandatory. Transfers in railways, road transport, power sector, education and central security forces are likely to be blocked. This is because an employee submits a transfer bill of up to Rs 1.5 lakh from posting elsewhere. If even one million workers out of 48 lakhs are transferred, then it is possible to estimate the burden on the government treasury. 13 lakh railway employees will also be affected by the government's decision.

LIST OF DHABA / HOTELS, AUTO GARAGES AND PUNCTURE REPAIR SHOPS OPENED IN THE STATE OF GUJARAT DURING LOCKDOWN PERIOD



Fresh guidelines were issued by the government on Wednesday for enforcing the second phase of the coronavirus lockdown, with the union home ministry allowing exemptions for agriculture, e-commerce, manufacturing and IT services but barring all kinds of public transport and prohibiting opening of public places till May 3.
The steps announced a day after Prime Minister Narendra Modi announced the extension of the lockdown till May 3 are part of the government’s plan to restart the economy in a staggered manner. The revised guidelines will come into effect from April 20.
WHAT IS PROHIBITED
- All domestic and international air travel for passengers
- All passenger movement by trains, except for security purposes.
- Buses for public transport.
- Metro rail services.
- Inter-district and inter-state movement of individuals except for medical reasons or for activities permitted under these guidelines.
- All educational, training, coaching institutions to remain closed.
- All industrial and commercial activities other than those specifically permitted under these guidelines.
- Hospitality services other than those specifically permitted under these guidelines.
- Taxis, auto rickshaws and cycle rickshaws and services of cab aggregators.
- All cinema halls, malls, shopping complexes, gymnasiums, sports complexes, swimming pools, entertainment parks, theatres, bars and auditoriums, assembly halls and similar places.
- All social, political, sports, entertainment, academic, cultural, religious functions and other gatherings.
- All religious places/places of worship to remain closed for public. Religious congregations are strictly prohibited.
- In case of funerals, congregation of more than twenty persons will not be permitted.
NO RELIEF FOR HOTSPOTS
'Hotspots' or areas of large Covid-19 outbreaks, or clusters with significant spread of the virus, will be determined as per the guidelines issued by the health ministry. In these hotspots, containment zones will be demarcated by States/ UTs/ District administrations as per the guidelines.
In these containment zones, the activities exempted under the new guidelines will not be permitted. There shall be strict perimeter control in the area of the containment zones to ensure there is no unchecked inward/outward movement of population from these zones except for maintaining essential services.

- Animal husbandry activities, including the supply chain of milk, milk products, poultry and live-stock farming; - - Tea, coffee and rubber plantations are allowed to be functional.
- Industries operating in rural areas, including food processing industries; construction of roads, irrigation projects, buildings and industrial projects in rural areas; works under MNREGA, with priority to irrigation and water conservation works; and operation of rural Common Service Centres (CSCs) have all been allowed.

- Transportation of goods will be permitted without any distinction of essential or non essential.
- Operation of railways, airports, seaports for transport of good and cargo movement
- Operation of land ports for transport of essential services
- Movement of all trucks with two drivers and one helper
Essential services
- All facilities in supply chain of essential goods.
- Shops, including ration shops (under PDS), dealing with food, groceries, fruits and vegetables, dairy and milk booths, meat and fish, animal fodder, fertilizers, seeds and pesticides. No restriction on timing. However, district authorities may encourage and facilitate home delivery to minimize the movement of individuals outside their homes.
- Print and electronic media.
- E-commerce operations, couriers services are allowed
- Cold storage and warehousing services.
- Data and call centers for Government activities only.
- Hotels, home stays, lodges and motels, which are accommodating tourists and persons stranded due to lockdown, medical and emergency staff, air and sea crew.
- Services provided by self-employed persons like electrician, plumber, repairmen, carpenters and motor mechanics.
Industries
- In addition to manufacturing of essential goods and rural industries, establishments engaged in production of coal, mine, mineral, packaging material, jute, brick kilns
- Manufacturing and other industrial establishments with access control will be allowed in SEZs, EoUs, industrial estates and industrial townships after implementation of SOP for social distancing. Manufacture of IT hardware and of essential goods and packaging can resume.
Construction
- Construction of roads, irrigation projects, buildings and all kinds of industrial projects
- Construction of renewable energy products
Others
- Defence, Central Armed Police Forces, Health and Family Welfare, Disaster management and Early Warning Agencies
- Police, home guards, civil defence, fire and emergency services
- All other departments of State/UT to work with restricted staff

 With the Corona virus where the country's momentum has stalled, news has come of a relief.  On Sunday, the Indian state of Goa has brought new achievements to Goa.  Here all the patients with the corona virus are healed.  There were a total of seven cases of coronas in the state, six of which were already cured.  Finally, he was discharged from the hospital after the corona report of the patients came out negative.

 Chief Minister Pramod Sawant informed about this.

 The people of all faiths of Goa got rich support

 "We are in a small state but we have a lot of tourist footfall there," Chief Minister Pramod Sawant told a news channel.  The Goa people also got a lot of support along with the police, the local system, the tourist department.  The people here followed all the advice of Prime Minister Narendra Modi.  There were so many festivals here, but no one of any religion raised any problem and the religious leaders got a lot of support.

 "We should follow the target line of the lockdown that the Prime Minister has drawn by May 3," he said.  In Goa, some exemptions may be allowed according to the rules.  We'll get to that.

 The first positive patient was found on March 18

 The Corona virus was started on March 18 in Goa, the first infection seen in a leader returning from Dubai.  Up to April 3, there were 7 coronary patients found.  Since then no new case has come up in the state.  By April 15, six coronary-positive patients in the state had recovered.  The Corona test report of one survivor patient came out negative on Sunday.

 Clear the way to become the country's first green zone state

 In that way, Goa has now cleared the way to become the country's first green zone state.  Earlier, senior BJP leader BL Santosh also tweeted that Goa would become the first state in the country to be included in the green zone by April 20, if all goes according to the government's plan.

 Central Goa has already been declared a green zone in the southern Goa district of the state.  In cases where Covid 19 cases are not covered, they can be declared a green zone and some concessions can be made.
