Booth Level Officer; A Representative of Election Commission at the Grass-Root Level
For enhanced participation of electors in the electoral process and reducing the electoral malpractices, it is essential to improve the quality of electoral registration process and of the electoral rolls. Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him.

Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August, 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll.+

BLO assists eligible citizens to become voters and obtain voter card. BLO provides those different forms for addition, deletion and correction of Electoral Roll entries, carries out physical verification, and gives his/her report to Electoral Registration Officer (ERO) .The BLO interacts with local people/ political parties’ representatives and identifies dead/shifted/duplicate voters to be removed from the electoral roll after due process of law. Primary education is the foundation on which the development of every citizen and the nation as a whole built on. In recent past, India's improved education system is often cited as one of the main contributors to the economic development of India. At the same time, the quality of elementary education in India has also been a major concern. Student of primary school at least have basic knowledge of reading, writing and simple mathematics equations which may be helpful in performing their daily activities.

Gunotsav is a quality enhancement initiative of the State for bringing about improvement in learning levels of students at Elementary level.

Hon’ble Minister, Education, Assam has already announced the implementation of the programme in his budget speech. It aims to evaluate schools and students of schools in order to assess their performance and design strategies to bring about quality improvement in levels of learning as well as in the school environment. Assessment will be done on four core areas viz Academic achievement of children of Class-2 to 8 , Co-scholastic activities, Availability and Utilization of School Infrastructure and other facilities and Community Participation.

The programme will be conducted from 4th to 7th April, 2017. The whole State Govt machinery will be involved in the programme. In the 1st phase, eight districts viz. Barpeta, Chirang, Dibrugarh, Hailakandi, Kamrup-Metro, Lakhimpur, Morigaon and Karbi Anglong ( West) will be covered under the programme. All schools (Govt./Prov(in case of Composite school elementary level will be considered) & Tea Garden Managed Schools of all mediums will be covered under the programme. Hon’ble Chief Minister, Hon’ble Minister, Education, other Ministers, Class I & II officers including IAS, IPS, IFS, ACS officers of the state will be visiting schools as External Evaluators for the assessment. Each External Evaluator will visit 3 schools - one school on each of the three days i.e 5th , 6th and 7th April, 2017. They will be spending one full day in the school from Morning Assembly till completion of school evaluation. Their observations and recommendations will be taken into consideration for formulation of policy and designing effective strategy for improving quality elementary education.

At the same time, the quality of elementaryeducation in India has also been a major concern. Student of primary school at least have basic knowledge of reading, writing and simple mathematics equations which may be helpful in performing their daily activities.

While in Gujarat there has been notable focus and efforts on enrollment, and have brought a fare share of success for the primary education, concern for learning outcomes and quality provided in primary education has been addressed by various enhancement programmes for learning improvement. It is for strengthening the quality outcomes, the government of Gujarat launched a programme called Gunotsav, or 'Celebrating Quality'. Therefore Gunotsav is defined as an accountabilityframework for quality of primary education which includes learning outcomes of children as well as co-scholastic activities, use of resources and community participation.

This programme was started by the state Education department during November 2009, with an aim to evaluate primary education scenario and grade school teachers accordingly. State Government has seen primary education as a grass-root sector and initiated with revolutionary experiments. The government of Gujarat has initiated a series of steps to improve the level of learning in its schools across the state and wishes to take these efforts forward, so as to achieve visible and measurable positive change. Government's efforts have succeeded in increasing school enrollments and bringing down school drop-out ratio, two major concerns in education field. The aim is to ensure that Gujarat should be among the top three states of the country in terms of student learning outcomes over the next 5 years.

A unique example of being a state initiative-Gunotsav is carried out with the participation of all state departments to strengthen 'quality' components of the Dept of Education. Different state departments took up additional responsibilities for this period.

This Program has been recognized as one of the best practices in the 12th Five Year Plan document published by Planning Commission, Government of India.
