NEW DELHI: Finance Minister Arun Jaitley on Saturday said that six items have been removed from the 28 per cent tax bracket under the Goods and Services Tax (GST) regime.

The Goods and Services Tax (GST) Council on Saturday slashed rates on 23 items such as televisions and movie tickets while keeping tax rate on cement and auto parts unchanged. Additionally, the Council proposed to cut GST rates on six of the items from 28 percent to 18 percent. Retreated Tyres, video games and sporting equipment, movie tickets, billiards and snookers and lithium battery power banks will attract 18 percent GST.

Wheelchair accessories too have been proposed to be brought under 5 percent bracket from 28 percent.

Recommendations of the GST Council’s fitment committee on rate rationalisation and balancing revenue flows were considered during the meeting, FM Arun Jaitley said.

Cement rate was left unchanged at 28 percent during the 31st meeting of the GST Council as it has huge revenue implications. Cutting rates on cement and auto parts would cost the exchequer a Rs 13,000 crore and Rs 20,000 crore loss, respectively, Jaitley said.

There were 34 items in the 28 per cent tax bracket which included luxury and 'sin goods' till now. However, the GST Council in its meeting on Saturday decided to take out 6 items from this list. Today's GST rate reduction will have an overall impact on revenue of Rs 5500 crore, said Jaitley.

New return filing system will be started on trial basis from April 1, to be implemented mandatorily by July 1. Due date for GST Annual Return and Audit Report extended till 30th June 2019.

Finance Minister, Arun Jaitley said that the recommendations by the fitment panel have been considered in today's meet.

GST rate on special flights for pilgrims lowered for economy at 5 percent and business class at 12 percent.

* Air conditioners, dishwashers largely used by upper segment of society, left at 28%.

* GST for cinema tickets less than Rs 100 reduced from 18% to 12%, for tickets above than Rs 100, GST reduced from 28% to 18%.

* The council rationalised the 28 per cent slab by bringing down the tax rate on seven items in the highest tax bracket, thereby leaving only 28 items  ..

IIM courses and Bank charges(savings bank, Jan Dhan Yojana ) has been exempted.

* New return filing system will be started on trial basis from April 1, to be implemented mandatorily by July 1. Due date for GST Annual Return and Audit Report extended till 30th June 2019.

There were around 226 goods in the 28 per cent category when Goods and Services Tax (GST) was implemented on July 1, 2017.

Cement rate reduction has not been taken up as it has huge revenue implication ..

From today, new rates of GST have been applied. New rates will apply to new services on 53 services and 29 commodities. With the introduction of new rates, the cost of many items, including old cars, diamonds, will be reduced. Estimates of revenue loss of Rs.1000-1200 crores have been projected by a massive cut in GST rates.
The item which has been reduced from 28% to 18% GST, includes old and used cars (medium and large cars, SUVs) and bio-fuel public transport buses. When 12 percent GST has been reduced from 28 percent, all types of old motor vehicles (excluding Medium and Large cars and SUVs) are included.
Apart from this, the GST of 12 percent has been reduced by 18 percent, which includes Sugar based confectionery, 20 liters of drinking water bottles, phosphoric acid compounds, biodele, bio-pesticide, bamboo construction, deep irrigation system and mechanical spray.

Items reduced from 18% to 5% GST include straw, plantation materials, valve fabric. When diamonds and precious stones will fall from 3% to 0.25%.

The GST on which the GST was increased did not have GST before rice mush, but now 5% GST will be applicable. When the cigarette filter has been increased from 12% on the road to GST, it is 18%.
Meanwhile, GST has been granted admission to all educational institutes or examination fees. Students, faculty or staff are also allowed GST on Transportation Services, but these allowances are given only to institutions providing education to secondary education. The services provided under the RTE Act are exempted from GST. GST rates on tellering services have been reduced from 18% to 5%. Services such as Theme Park, Water Park, Joey Ride, Mary Go Round, Go Cutting Ballet will now be 18 Yaka GST, which was earlier 28%. The exemption limit on service rendered to RW members has been increased from Rs. 5,000 to Rs. 7500. Transportation services have been exempted from GST for sending goods through a plane outside India. Similarly, on the sending of goods from the sea ship, GST has been allowed, which will remain unchanged till September 30, 2012. GST has been reduced from 18% to 12% on Metro, monorail construction project. A 12% concessional rate of GST will be applicable to a mid-day mill building. Jobcentre service for leather goods and footwear manufacturing has been reduced by 5 percent to GST.
Under the PM housing scheme, the GST rate has been reduced on home production under the declared credit link subsidy scheme for EWS, LIG, MIG One and MIG Bhawan.
Besides, there will be no tax on 40 items of ear machines and handicraft products (handicraft)

GUWAHATI: The GST Council on Friday decided to reduce tax rate on a wide range of mass use items — from chewing gums to detergents — to 18 per cent from current 28 per cent, Bihar deputy chief minister Sushil Kumar Modi said.

The all-powerful council pruned the list of items attracting the top 28 per cent tax rate to just 50 from 227 previously, Modi told reporters here. In effect, the council, in its 23rd meet today, cut rates on 177 goods.

Facing intense heat from opposition-ruled states over keeping mass used goods in the 28 per cent bracket which was meant for luxury and de-merit goods, the Council pruned the list to 50 as against 62 that was recommended by its fitment committee.

The Goods and Services Tax (GST), implemented from July 1, has five tax slabs of 0 per cent, 5 per cent, 12 per cent, 18 per cent and 28 per cent.
"There were 227 items in the 28 per cent slab. The fitment committee had recommended that it should be pruned to 62 items. But the GST Council has further pruned 12 more items," Modi said.

Goods and Services Tax (GST) is an indirect tax applicable throughout India which replaced multiple cascading taxes levied by the central and state governments. It was introduced as The Constitution (One Hundred and First Amendment) Act 2017,[1] following the passage of Constitution 122nd Amendment Bill. The GST is governed by a GST Council and its Chairman is the Finance Minister of India. Under GST, goods and services are taxed at the following rates, 0%, 5%, 12% and 18%. There is a special rate of 0.25% on rough precious and semi-precious stones and 3% on gold.[2] In addition a cess of 15% or other rates on top of 28% GST applies on few items like aerated drinks, luxury cars and tobacco products.

Touted by the government to be India's biggest tax reform in 70 years of independence, the Goods and Services Tax (GST) was finally launched on the midnight of 30 June 2017, though the process of forming the legislation took 17 years (since 2000 when it was first proposed). The launch was marked by a historic midnight (30 June - 1 July 2017) session of both the houses of parliament convened at the Central Hall of the Parliament, but which was immediately boycotted by the opposition by staging a walk out to show their disapproval of the same.

Members of the Congress boycotted the GST launch altogether. They were joined by members of the Trinamool Congress, Communist Parties of India and the DMK, who reportedly found virtually no difference between the existing taxation system, and therefore claimed that the government was trying to merely rebrand the current taxation system but made it worse for common people by increasing existing rates on common items and reducing rates on luxury items. Many critics pointed out that the GST would increase costs of daily goods and affect many Indians adversely, especially the middle, lower middle and poorer classes GST was initially proposed to replace a slew of indirect taxes with a unified tax and was therefore set to dramatically reshape the country's 2 trillion dollar economy. However, it has been met with sharp criticism from various fronts due to the increased costs and troubles that it will cause to common citizens. The rate of GST in India is between double to four times that levied in other countries like Singapore.

The Goods and Services tax (GST) council on Friday cut rates on 27 items and 12 services, and approved sweeping changes in rules to soothe frayed nerves of millions of small enterprises and exporters that have been battling with procedural irritants, delayed refunds and technical glitches on returns filing.

The Finance Minister Arun Jaitley-headed panel pushed for big changes in its 22nd meeting to iron out rough edges of the new tax system that has been hit by multiple pain points since it was rolled out on July 1.

Goods and service tax (GST) council meeting has changed the GST rate on some items, which have been announced today. This changed rate has benefited the middle class and the general public. The details of these altered prices are as follows.

In the new list, the GST rate of items including walnut, tamarind, chickpeas, incense, incense, codrery cloth, fiber product, mait, and sari fall has been reduced from 5 percent to 12 percent. Apart from this, 28 percent of custodian powder, medical hand glaze, plastic raincoat, computer up to 20 inches, kitchen gas lighter has been reduced to 18 percent. GST council has decided that the mid-size car cess will be increased by 2%. While cess on large luxury cars has been increased by 5%. 7% cess on SUV car has been increased.

The government is set to roll out GST or Goods and Services Tax from July 1. Amid concerns regarding new paperwork once GST kicks in, the Central Board of Excise and Customs has come out with a few clarifications on facts highlighting GST provisions relating to invoice for trade. In its bid to allay concerns of traders on invoice generation post-GST, the CBEC, under the Department of Revenue, said: "There are some apprehensions in the trade circles that GST invoices have to be issued as per prescribed format and that issuing invoice is going to be burdensome process. This is not correct. Some important facts about GST provisions relating to invoice are highlighted for information of all stakeholders." Touted as the biggest reform since Independence, the incoming indirect tax regime is aimed at creation of a common market, preventing 'tax-on-tax' and making goods and services cheaper.
